Can you suggest a sunny, warm (or at least not bitterly cold) place in the US to visit during winter months?

I am not much for golf or tennis and enjoy historical sightseeing-- museums, grand old houses, etc. Shopping and dining out too. Thanks.
Because of my budget, I want to stay in the US. Might consider Mexico, Caribbean (if not too expensive).
